Changes in Program and Enrollment

 

General Information about Changes in Program and Enrollment
After a student's enrollment has been initially certified, the OMVA is required to send to the DVA additional reports about changes in program and enrollment. This includes information such as when the student modifies his or her enrollment by changing (either by adding or dropping) the credit or clock hours of enrollment, interrupts enrollment, changes to another program objective, terminates training prior to the end of the certified period as well as unsatisfactory progress, attendance, or conduct. The application forms for sending this information are form 22-1995 ***link to form*** for veterans and service personnel, and form 22-5495 ***link to form*** for survivors and dependents. The OMVA must report all changes within 30 days of the date they occurred, so it is important that you notify us promptly of any changes in program or enrollment.

Changes in Enrollment:
Any and all changes in your enrollment status should be reported to the OMVA as soon as possible in order to avoid placing yourself in an overpayment situation. All "W" (Official Withdrawal) grades are considered non-punitive and therefore are not counted for benefit purposes. If you receive a grade of "W" for any course and this action has the effect of lowering your credit hour load and therefore training time, the Department of Veterans Affairs will charge you with an overpayment beginning with the first date of the semester. Other grades which the DVA considers to be non-punitive are I (Incomplete), U (Unsatisfactory), and X (Unofficial Withdrawal.)

The academic records of all students receiving DVA educational benefits are audited each week and at the end of the term. Any discrepancies or differences are reported immediately to the Department of Veterans Affairs and adjustments are made. Be aware, however, that this results in an overpayment status with the VA and they will collect overpayments promptly by withholding future benefits until the debt is paid off. Grade changes are not routinely reported to us by the University's records Office so you should notify this office of the Grade Change so your money will be returned to you by the DVA.

If you change your enrollment during any semester, immediately inform the certifying official
at the OMVA by calling the office at (313)577-3616 or sending an email to: m.valleau@wayne.edu. Students must also inform the OMVA when a course is not completed or unofficially dropped. A student who is receiving benefits and fails to withdraw officially or who walks away from a class or classes without informing the certifying official will cause the OMVA to inform the U.S. DVA that the last date of attendance in the class(es) was the first day of class. The DVA generates an overpayment status for students in such instnaces.

Changes in Program:
If you change your educational, professional, or vocational objective and this change requires a change in the courses you are taking, the DVA considers this a change of program. The law permits one change of program without prior DVA approval if your attendance, conduct, and progress in the last program were satisfactory. The DVA may approve additional changes if the proposed programs are suitable to your abilities, aptitudes, and interests. The DVA will not charge a change of program when you enroll in a new program provided you successfully completed your immediately preceding program.

Students applying for a second or subsequent change in program should also complete and submit form 22-8873, Supplemental Information for Change of Program ***link to form***, with their application along with evidence which shows that the programs they propose to pursue are commensurate with their aptitudes, interests, and abilities. Individuals contemplating a change in program, should contact the OMVA. Students who have earned at least 130 credit hours must complete the Excess Hours for Graduation ***link to form*** memorandum, which must be signed by the academic advisor in order to be eligible for benefits.
